Biography
Phelim holds a B.A. (Hons) and LL.B. (Hons) from NUI Galway, a Postgraduate Diploma in Legal Practice from the University of Law in Chester (2006), and an LL.M. with First Class Honours from the National University of Ireland (2009). He was admitted as a solicitor in England and Wales and joined the Roll of Solicitors in Ireland in 2008.
